Morgantown, Wheeling Differ in View

WHEELING — The city of Wheeling encompasses 14 square miles and has 29,330 residents. The city of Morgantown covers 10 square miles and has 28,654 residents, which doesn’t include the more than 25,000 college students who live there nine months each year.
Wheeling is located along a river, the Ohio; Morgantown also is situated along a river, the Monongahela.
These similarities aside, the one area where Wheeling and Morgantown appear to be very different is in their approach to city government. For fiscal 2008-09, the city of Wheeling has a proposed $27.77 million budget; Morgantown, $22.33 million.
Wheeling has 415 city employee positions budgeted for the coming year; Morgantown, 220.
A key difference in the employment figures is that Morgantown has privatized some non-essential city services such as sanitation and emergency medical services, while Wheeling continues to provide them as city functions. Wheeling’s sanitation department alone has 10 employees.
Former Wheeling City Manager Will Turani offered City Council a proposal to privatize the city’s sanitation department in the late 1990s. The proposal never gained traction with council, however.
Also, Morgantown does not provide emergency medical services through its fire department — Morgantown City Manager Dan Boroff said a local nonprofit agency handles that service — but Wheeling does, which leads to Wheeling budgeting 45 more fire department positions than Morgantown. Wheeling’s fire budget is $7.03 million while Morgantown’s is only $3.82 million, for a difference of about $3.21 million.

The Pac-10 tournament: Heaven for NBA scouts (and agents)

For the quantity and quality of the NBA prospects on display, there has never been a Pac-10 tournament like this.
And my guess is there haven’t been many ACC, Big East or Big Ten tournaments like what we’re seeing in Staples Center.
The Pac-10 is packed with draft picks: 22-24 of them, by my count — although not all will be first rounders and not all are coming out this spring.
The record for first-rounders by one conference in one draft is eight, by the ACC. The Pac-10 could very well equal or surpass that total and will certainly shatter its own record for first rounders (five).
More than 40 scouts are expected to watch the action, and you know prospective agents will be, well, lurking. (OK, not all of them lurk. Bill Duffy: not a lurker. But some do because they have to.)
Anyhow, here’s a rundown of the future draft picks (in rough order of projected selection):
***Lottery Picks (this year or next)
Brook Lopez, Stanford: Expected to leave school and should be the first big man selected not from Kansas State.
Jerryd Bayless, Arizona: Expected to leave school and should go in the top five. A combo guard who can score against anyone, from anywhere.

Some in House call 12 sites too many

FRANKFORT, Ky. — Key House members said yesterday that Gov. Steve Beshear had overreached in proposing as many as 12 casinos in Kentucky but that a scaled-back version of the plan stands a better chance of passage.
“I think 12 is too many,” said Speaker Pro Tem Larry Clark, D-Louisville.
Beshear unveiled his long-awaited gambling plan Thursday, calling for a constitutional amendment to allow seven racetrack-operated casinos and five casinos at other locations along the state’s borders.
He estimated that his proposal would raise $600 million a year at a time when the state urgently needs additional revenue.
It received a cool initial reception, even among Beshear’s fellow Democrats, and faces serious opposition in the Republican-controlled Senate.
The amendment needs 60 votes in the 100-member House and 23 in the 38-member Senate to be submitted to the voters in November for final approval.
During debate yesterday, Senate President David Williams, R-Burkesville, asked members of the chamber who supported the amendment to stand.
Only three Democrats did — Denise Harper Angel and Tim Shaughnessy, both of Louisville, and David Boswell of Owensboro — though others have gone on record in support of casinos.
“Three out of 38,” Williams said. “There you are, governor. You’ve got a long way to go.”
